be with us for a while. >> that's right. we're going to have fairly similar day tomorrow, and we had an area of rain come up from the southwest late this morning, and into early this afternoon. we have rain covering the area like allentown and philadelphia, it's tapered off in new jersey. it's a solid area of rain. that means it's a steady rain that's going to be hours of it. why is this all happening? it has a lot to do with the wind coming right in off the ocean. doesn't have to be strong, but it's persistent. it's day after day after day of it, and as long as the wind's coming in off the ocean, we can't clear out, and we can't warm up. here's the futurecast as we go through the next several hours. things quiet down a little bit, so we won't be seeing steady rain, and when you'll get up in the morning, it'll just be

police today. she joins us live now. andrea, what are place telling you? >> reporter: well, rosemary, officers return to the house today to offer an apology to the residents, and they also say that the residents tell us they were offered $500, but they say the money and the apology are not accepted. >> and this right here is something that is going to keep occurring in my mind and playing over and over in my head because at the end of the day, this man had my life in his hands. >> reporter: held at gunpoint and detained. >> i was asleep and woke up to a gun in my face. >> reporter: swat officers called to the house in the 6,000 block of elmwood avenue, believing three suspects believed in a violent home invasion blocks away ran inside. >> i said i was handicap and i about fell down the steps. they didn't see i couldn't walk. they didn't do the job right. that's it. >> i was stating i was

innocence, i was not guilty of anything. >> reporter: police had the wrong house. >> anything officers should have done differently? >> bottom line officers on the street were reacting in good faith. it was a violent incident, a home invasion, individuals armed with handguns. >> reporter: we wanted to see how much it happens. philadelphia police say mistakes like this are rare, but it does not tract the number of instandpoints. we checked. last year, according to the's accounting financial system, they paid $12,000 in civil rights claims that could include damages by raiding the wrong house, but also wrongful arrests, discrimination, and many other circumstances. >> again, it was a bad situation in which you never want to have the wrong house or wrong individuals. >> reporter: in this case, philadelphia police personally issued an apology and residents say they offered them $500. >> there's no excuses, no sorry. i'm not accepting nothing. i just want a lawyer because they was wrong. swat was wrong.

>> reporter: meanwhile, the three suspects involved in the home invasion that started all of this are still on the run. reporting live outside police headquarters, nbc 10 news. >> thanks for that. we are getting new information tonight about what led to a deadly shooting inside of a montgomery county church last sunday. nbc 10 was there as 46-year-old mark storms was charged late today with voluntary manslaughter and reckless endangerment. storms shot 27-year-old robert braxton at keystone fellowship church in north wales in sunday services. the district attorney says braxton was disresulting services and church officials couldn't calm him down so storms asked braxton to leave. storms says braxton pumpnched h and storms fired two shots and is now held on $250,000 bail. a summer basketball league

in reading is facing a future in jeopardy. this after vandals broke into the league's headquarters causing some $10,000 in damage. the black top basketball league has provided athletes between 7-15 an outlet for two decades, but this weekend, vandals trashed their city park headquarters breaking windows and stealing uniforms and trophies meant for young kids. the vandals struck twice. police have made one arrest. organizers hope the others turn themselves in. >> my immediate reaction was almost tears in my eyes. we're looking for vandals to identify accountability, you know, you do something like this, you pay the piper. >> the league has since added more locks to the doors. donations are trickling in to help the league through the next few months. a live look at lincoln financial field. it may seem quiet at the moment in the eagles' nest, but plenty

of buzz here, draft night for the nfl in less than two hours, and the eagles select second tonight thanks to a block buster trade and look to land a player that could be around for years. nbc 10 is the official eagles' station and we have team coverage from the lincoln with keith and we begin starting to build excitement. we see quite a few folks coming in for the event tonight. >> yes. we are starting to see people crowding in here. 3,000 to 4,000 fans expected to be here rather than many outside. some are getting a tour of the field, which is a fun aspect to be on the field. normally you're not allowed that opportunity. a lot of athletes' lives in limbo tonight. >> this could be a history maker for the eagles. two guys on everyone's minds right now. the first, jared goff. the second, the man you're about to see, north dakota state's carson wentz as they begin to blast music here at lincoln

financial field. carson wentz, of course, played in the fcs or division 1 aa for us old heads, a big guy with a cannon arm. is he ready for the pro level has he played big time competition? thousand that's the guy the eagles are likely to pick up in the first round, and second guy we talked about, an proempt transition here, playing for cal, and experts say he's a proven quarterback, facing top level competition, but the rams are expected to take him at no. 1. >> and the fact that any of the conversations are taking place makes bradford frustrated. he wants to be traded,mentes out of town. the eagles say publicly they still want sam to be the starter. we heard from head coach doug peterson a short while ago saying, no, sam is our guy, still our starter. we'll have to wait and see, though if not, bradford doesn't want to be a place holder to

fema is out of control, caught with their pants down. >> bomb shell allegations from hurricane sandy survivors. the review process for unsatisfied homeowners may itself go under review. the new allegations come more than three years after sandy let loose on the northeast. fema whistle blowers say they were forced to underpay insurance benefits in the program intended to make sandy victims whole. investigative reporter, george spencer, took claims to the agency and charge and joins us now with the story. george? >> reporter: to the outsider, this appears to be a block on the mend, but inside the homes, mostly rebuilt and repaired, we found stories of fema flood insurance payouts far below what homeowners say they deserve like

jameis burns. >> i'm not a radical, but i want things done. i want things done today, now. >> reporter: burns, one of 19,000 people in the hurricane sandy claims review process the program intended to pay up for victims who were underpaid the first time because of fraud and other errors, but today, new whistle blower allegations that this program, too, is shortchanging survivorings. >> there is real evidence of wrong doing. i have seen doctored engineering reports with my own eyes. >> i lost sleep because i didn't want to be a part of that fraud anymore. >> reporter: whistle blower worked as a flood manager in the review process. one affidavit released today said, quote, it was an elaborate process designed to justify minimum payouts to policyholders irrespective of the actual merits of their claim. he said his team was forced to comply with computerized call

collations when homeowners deserved more. >> they applied is systematically creating a process to underpay people is insures. i left because i think it's wrong. >> reporter: fema disputed that saying, quote, there's absolutely no incentive to underpay any claim going through the review process calling it unprecedented to review claims and pay out every penny owed to policyholders under their pol y polici policies. new jersey representative tom mcarianture thur is calling for new congressional hearings after resignation of fema's director. fema officials say two-thirds of the ace cased ended in higher payouts with $50 million additional dollarsed out. pretty nasty day throughout the region. we had steady rain coming

through the area. it's from philadelphia northward. delaware to south jersey, it's mostly just a light rain, drizzle, we have more rain that's coming in, but i want to show you where the edge of the rain is. look right there, pennsylvania turnpike here. right near wagner and northward to pottstown seeing some of the more significant rain. the steady rain. how much is it going to rain? how many days? realm, seven-day forecast is right at the bottom of the screen. look at it any time for your area. you don't have to wait until the end of the futurecast, tomorrow, we may start off relatively dry. it's cloudy and chilly. in the afternoon, another wave of rain. some of that steady for several hours. we get a break again. by saturday, it's merely cloudy and chilly.

for most of the day. that's the best day of the weekend. on saturday. because on sunday, watch what happens, later saturday night and into sunday -- that's a big blob of rain. some of this is on the heavy side and right saturday morning just as we're trying to do that race down broad street. some of that you can see is heavy and more rain through sunday morning and into sunday afternoon. it's going to be a nasty day on sunday too. these are nasty temperatures this time of year. 48 in south jersey. 49 at the jersey shore, and we continue to see these northeast winds keeping temperatures right near 50. atlantic city, little lake harbor, ocean city all right there. tomorrow, not much warmer. temperatures the 50s. fairmont, bet le ham, 52, 53 degrees, and it's not going to be warming up much.

dakota state, and we talked to his coach this afternoon. he says the eagles' offense that peterson runs, west coast offense, is like the offense he ran at zakds state. here's carson talking about the advantage coming into the nfl with an oochs that's a good fit for him. >> very similar. to be honest, i mean, every team's done stuff like that, and it's also similar. it has a different name. you know, learn how to call things differently and everything, but most of the reads progressions, concepts, schemes, you name it, protections, it's similar. >> reporter: the quarterback eagles have now, bradford, of course, wanted to be traded. the broncos offered eagles a deal, and they said no. right now, no talks. sam is the starting quarterback. here is doug peterson within the last hour, saying we want sam to
